The 1984 mascot is 'Peno' the rooster and he appears as the very first football sticker in the Panini Euro 84 Sticker Album. Also on page one is the UEFA 84 logo shiny sticker, and the contents. Over the page is a single side dedicated to the previous finals, with stickers for each tournament's winning team back to 1960. The facing page shows a selection of stickers of posters for the Euro 84 finals, following on from this is a double-spread of the locations set to host the games - there is a photo sticker of the city along with each stadium sticker. The tournament programme, with space to fill in the scores is also squeezed into the centre here.France are the first national team to appear, and the layout is virtually identical to the Europa 80 sticker collection, with the exception that there is a four-part team photograph sticker on the first of three pages per national team. As with the previous edition, there are several pages at the end of the album containing 'excluded nations', with a two-part team sticker and a badge shiny for each of the teams that failed to qualify.

- England failed to qualify for the 1984 finals, they appear at the back of the album in the 'Excluded Nations' section with just a badge and two-part team photo sticker.
